Indonesia Implements New E - commerce Regulations
On September 26, 2023, Indonesia implemented a new e - commerce regulation (No. 31 of 2023), imposing new restrictions on the online sale of imported goods. According to this regulation, social media platforms are not allowed to be used as product sales platforms. The minimum Free on Board (FOB) price of imported goods sold on e - commerce platforms is set at $100 per item, and e - commerce platforms are not allowed to sell their own products. The amendment includes changing the inspection of certificates required for imported cosmetics from post - import border inspection to border inspection, that is, before product release. If the analytical certificate (CoA) required for the SKI border inspection application is not issued by the manufacturer, it must be issued by an accredited laboratory.
South Korea Releases Cosmetics Testing Guidelines

On October 19, 2023, Indonesia and Saudi Arabia signed a memorandum of understanding on the quality assurance of halal products, covering assessment procedures, standard specifications, and technical regulations for issuing halal certificates, as well as the mutual recognition of halal certificates issued by BPJPH and SFDA for export products.
Singapore Revises Cosmetics Raw Material List
On October 25, 2023, Singapore issued the Health Products (Cosmetic Products - ASEAN Cosmetic Directive) (Amendment 2) Regulations 2023, announcing the revision of the cosmetics raw material list. These revisions are consistent with the revisions made to the ASEAN Cosmetic Directive (ACD) at the ASEAN Cosmetic Science Body (ACSB) meeting.
South Korea Revises Analytical Methods for Prohibited Ingredients in Cosmetics
