On December 24, 2023, the Turkish Ministry of Trade announced through Announcement No. 2023/39 the initiation of a second sunset review investigation into anti-dumping duties on stainless steel welded pipes originating from Mainland China and Taiwan, China. This decision was made in response to applications from domestic Turkish producers, reflecting Turkeys ongoing efforts to protect its industries and balance international trade.
The products under review fall under Turkish tariff codes 7306.40.20.90.00, 7306.40.80.90.00, and 7306.61.10.00.00. Existing anti-dumping duties will remain effective from the announcement date until the investigation concludes, demonstrating Turkeys resolve to shield its domestic market from unfair foreign competition.
Interested parties, including domestic and international enterprises and industry associations, are required to submit questionnaires, case comments, and evidentiary materials within 37 days of the announcement. This process provides stakeholders a platform to ensure their voices are heard and interests considered during the investigation.
The current investigation not only significantly impacts exporters from Mainland China and Taiwan, China but also serves as a representative case of anti-dumping practices in international trade. On March 15, 2013, Turkey began imposing CIF-based anti-dumping duties, affecting enterprises from both regions at varying rates. In 2018, Turkey conducted its first sunset review, issuing an affirmative final ruling to maintain duties by year-end.
