The General Administration of Customs issued Announcement No. 120 of 2022 on December 1 (Announcement on the Accreditation Requirements for Imported Clothing), stating that according to the Law of the Peoples Republic of China on Import and Export Commodity Inspection and the Measures of the Peoples Republic of China Customs on the Accreditation of Import and Export Commodity Inspection, the accreditation management of imported clothing inspection shall be implemented as of now and relevant matters are announced, including:import and exportBased on the results of the quality and safety risk assessment of imported clothing, the consignee of imported goods or its agent importing clothing listed in the List of Commodity Numbers of Imported Clothing Subject to Accreditation (Annex 1 to the announcement) may entrust an accreditation institution to conduct inspections, and the customs shall accredit the inspection results of the accreditation institution in accordance with the provisions of the Measures for Accreditation.
Accreditation institutions shall conduct inspections on imported clothing in accordance with the requirements of Inspection Items, Applicable Technical Specifications and Inspection Methods for Accreditation of Imported Clothing (Annex 2 to the announcement).
Accreditation institutions accept the entrustment of the consignee of imported goods or its agent, conduct inspections on imported clothing and issue inspection reports. The inspection reports shall comply with Article 13 of the Measures for Accreditation and be accompanied by photos of the accredited commodities.
The inspection reports issued by accreditation institutions shall be valid for 1 year from the date of issuance.
For inspection institutions applying for inclusion in the directory management of imported clothing accreditation institutions (hereinafter referred to as applying institutions), in addition to meeting the relevant provisions of Article 7 of the Measures for Accreditation, the following requirements shall also be met:
Inspection institutions registered within the territory of the Peoples Republic of China shall obtain the qualification recognition of inspection and testing institutions (CMA) or obtain the ISO/IEC - 17025 recognition implemented by the China National Accreditation Service for Conformity Assessment (CNAS), and the scope of inspection capabilities shall include the inspection items, applicable technical specifications and inspection methods listed in Annex 2 to this announcement.
Inspection institutions registered outside the territory of the Peoples Republic of China shall obtain the ISO/IEC - 17025 system recognition implemented by the signatory accreditation institutions of the Mutual Recognition Arrangement of the International Laboratory Accreditation Cooperation (ILAC - MRA), and the scope of inspection capabilities shall include the inspection items, applicable technical specifications and inspection methods listed in Annex 2 to the announcement.
Applying institutions shall submit application materials to the customs in accordance with Article 8 of the Measures for Accreditation. The specific application path is as follows: China International Trade Single Window - Business Application - Standard Edition Application - Inspection and Quarantine - Accreditation of Import and Export Commodity Inspection.
