II.Inclusion Judgment Criteria:Based on the values of ethanol content, flash point, and boiling point, it can be determined whether an ethanol product belongs to the hazardous chemicals in the Catalogue.
(1) Preparations with an ethanol content of ≥70%:
According to the 70% principle in the implementation guidelines of the Catalogue, such products belong to the hazardous chemicals listed in Item 2568 of the Catalogue.
(2) Preparations with an ethanol content of <70%:
If the test data of the products flash point and boiling point meet the classification standards for flammable liquids, the product belongs to the hazardous chemicals listed in Item 2828 of the Catalogue.
If the test data of the products flash point and boiling point do not meet the classification standards for flammable liquids, the product does not belong to the hazardous chemicals listed in the Catalogue.
Exemption for Item 2828:For some ethanol preparations, even if their flash point and sustained combustibility do not meet the requirements of Item 2828, since they are chemicals listed in the Catalogue, they still need to be managed according to the listed items.
Specific Listed Items:For specific ethanol preparations, the judgment of their inclusion needs to be carried out in accordance with the requirements of specific listed items.
Declaration Materials for Imported Ethanol: It is necessary to provide a compliance statement of the operating enterprise, an explanation of the added inhibitor or stabilizer, and a sample of the Chinese hazardous substance label, etc.
Compliance Statement of the Importing Enterprise of Hazardous Chemicals:This is a certificate indicating that the importing enterprise has the right to import the declared hazardous chemicals.
Instructions on the addition of inhibitors or stabilizers:For products that require the addition of inhibitors or stabilizers, detailed information such as the names and quantities of the actually added inhibitors or stabilizers should be provided.
Samples of Chinese hazard warning labels and safety data sheets:Except for bulk products, all other products need to provide these materials to ensure the safe use and storage of the products.
Declaration materials for the export of ethanol:It is necessary to provide the compliance statement of the manufacturing enterprise, the inspection results of the transportation packaging performance, the classification and identification report of hazardous characteristics, samples of hazard warning labels and relevant translations, etc.
Compliance statement of the export hazardous chemicals manufacturing enterprise:This is a certification indicating that the exporting enterprise has the right to produce and export the declared hazardous chemicals.
Inspection results sheet of the transportation packaging performance of goods for exit:Except for bulk products, all other products need to provide this inspection result to prove that the performance of the packaging materials meets the transportation requirements.
Classification and identification report of hazardous characteristics:This is a detailed report on the hazardous characteristics of the product, used to prove the safety of the product.
