A used vehicle refers to a vehicle that has completed registration, has not reached the national mandatory scrapping standard, and has been traded and transferred in terms of ownership.
In recent years, with the increasing maturity of the used vehicle market, the state has successively issued a series of policy documents to support and regulate the export business of used vehicles. These documents include notices jointly issued by the Ministry of Commerce and other relevant departments from 2019 to 2022 on piloting the export business of used vehicles in different regions and on the application for used vehicle export licenses. These policies aim to provide clear operational guidelines for the export business of used vehicles and ensure the orderly and standardized development of the business.
To carry out the export business of used vehicles, the geographical conditions must be met first. Since 2019, the Ministry of Commerce and other departments have selected a series of pilot regions in three batches to carry out the export business of used vehicles, covering many provinces and cities from Heilongjiang in the north to Hainan in the south. The reasons for the selection of these pilot regions vary, taking into account factors such as local traffic convenience and the scale of the used vehicle market. The state has formulated a series of reference standards for the export quality of used vehicles. First of all, the exported used vehicles must meet the market access standards of the target country or region. If there are no relevant standards in the target country or region, the relevant standards of the used vehicle export place shall be referred to. In addition, there are some vehicles that are clearly prohibited from being exported, such as vehicles that have reached the scrapping standard, vehicles under mortgage or seizure, and vehicles involved in illegal and criminal activities.
Enterprises exporting used vehicles need to have certain qualifications, which not only ensures the formality of the business but also helps to protect the rights and interests of consumers.
(1) Enterprise Qualifications:Before applying for the used vehicle export business, an enterprise must prove that it has certain vehicle source integration capabilities, overseas market channels, and after - sales service guarantee capabilities. This means that the enterprise must not only have sufficient vehicle sources but also have stable overseas sales channels and be able to provide consumers with complete after - sales services. The applying enterprise needs to submit relevant materials to the local commerce department in charge. After strict preliminary review, review, evaluation, and publicity processes, it is finally filed by the Ministry of Commerce to obtain the qualification of an enterprise exporting used vehicles.
(2) Obligations:As an enterprise exporting used vehicles, it is obliged to ensure the quality of the exported vehicles. The enterprise is the main responsible entity for quality traceability and must strictly implement the inspection procedures for exported products and ensure the authenticity of vehicle information. This not only ensures the rights and interests of consumers but also enhances the competitiveness of Chinas used vehicle export business.
The customs clearance process for exporting used vehicles involves multiple links, from the acquisition of vehicles to the final customs declaration and release, and each link has clear regulations and requirements.
(1) Acquisition of Used Vehicles:After acquiring a used vehicle, an enterprise must handle the registration procedures for used vehicle transactions in accordance with the law.
(2) Preparation and Inspection:After acquisition, the enterprise needs to comprehensively prepare the vehicle to ensure that the vehicles appearance, interior, and safety - performance components are in good condition. At the same time, all exported used vehicles must be inspected by a designated or recognized third - party vehicle inspection agency and obtain a qualified inspection report.
(3) Application for Export License:When preparing to export, the enterprise needs to submit materials such as trade contracts and the qualified inspection report of a third - party agency to the provincial commerce department in charge to apply for an export license. Information such as the vehicle identification number (VIN) should be filled in detail in the remarks column of the license.
(4) Customs Declaration and Order Receiving:In the designated used vehicle export areas, enterprises can choose to conduct paper - based declaration or paperless declaration. The paperless method can simplify procedures, but in some cases, a paper - based export license still needs to be submitted.
